The emergence of COVID-19 has exposed various institutions regarding certain practices which calls for massive improvements. Ghana as country has been hit very hard by the pandemic with its consequential effects on the NATIONAL UNION OF GHANA STUDENTS (NUGS) and its various blocs as well with recourse to the compliance of the various protocols and preventive measures.

I seek your indulgence to begin a discussion on the possible ways we could go about with the smooth running of our union, NUGS, so as to protect the dictates of the working constitution as promulgated on 28th September, 2019.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

TIMING OF ANNUAL RESIDENTIAL CONGRESS (CHAPTER 3 , ARTICLE 13) ;

The President in consultation with NEO shall convene the National Annual Residential Congress before the fourteenth (14th) August of each year. The Annual Residential Congress shall be convened under the hand of the President and only the President shall have the right and authority to call off an Annual Residential Congress on or before the fourteenth (14th) of August.

The NEO has before the 24th of August to convene Congress if it fails the 14th of August deadline.

Absolute power is vested in the President of the union to convene or call off Congress, but the laws also give the President time frames to do that. This is to curb the deliberate overstay in office by outgoing national officers of the union.

*CONDUCT OF ELECTIONS. ( CHAPTER 6 ,ARTICLE 19 ) ;*

There shall be an independent Electoral Commission financed from NUGS’ coffers which shall be established at the last CC meeting before the Annual Residential Congress for the purpose of coordinating elections.
The Electoral Commission shall provide the voters’ register of Congress including their names and portfolios to all candidates and the Judicial Board two weeks before Congress and publish same to the members of Congress two days before elections.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

COMPOSITION OF THE COMMISSION ;
It shall comprise of a;
1. Commissioner, who shall be the leader of the team of electoral officers from the National Electoral Commission.
2. Secretary, who shall be a student representative and
3. Five (5) other members of two students and three National EC officers.

MY SUGGESTIONS / THE WAY FORWARD ;

1. INVITATION TO CONGRESS
Letters should be sent to the various Deans of Students of member institutions requesting for representatives for such purpose as well as payment of dues. Since the union deals with the various institutions and not mainly individuals hence the union can organize elections for the next academic year without breaches of the laws of the Union.

2) COLLECTION OF DUES;
The leadership of the union shall announce a bank account details for all institutions to deposit dues. Bank statements shall be printed together with receipts from banks to compile register of institutions.

As a means to verify the institutions that have paid their dues, receipts of payment shall be submitted on the day of voting for purpose of verification.

3) CONDUCT OF ELECTIONS AT THE REGIONAL LEVEL
The NUGS EC is being led by an electoral officer from the National Electoral Commission and as such, to prevent the spread of COVID-19 resulting from organising an annual residential Congress at one Centre for all institutions, the electoral commission (head of NUGS EC) in the various regional capitals (using the old regional demarcation) should conduct the 2020 NUGS elections at the regional level. This will ensure the smooth election of our next leadership to steer the affairs of the union, ensuring the continuance and stability of the union, while protecting its members from possible contraction of the Coronavirus. The number of institutions in the union has increased in about triple folds with the introduction of the various trainees voting per institution and as such, the conduct of elections at the regional level is best, considering how abnormal these times of Covid-19 has rendered us.

CONCLUSION
I believe strongly that the suggestions above will be taken into consideration for the smooth running of the union as well as protection and implementation of the dictates of the NUGS constitution.

I however urge all Ghanaians especially the youth to stay safe and be ambassadors of peace as we go through the voter ID card registration. Continuous adherence to the safety protocols and preventive measures should also be adhered to regardless.
