A scandal is brewing at the Scholarship Secretariat in which a foreign scholarship was allegedly pffered for sale at an amount of $10,000 or its cedi equivalent. According to sources, this is something that has been going on for some time now but the Secretariat uses the excuse of “unscrupulous people are behind it” to hoodwink the public.
Whereas there are sale of foreign scholarships, local scholarships slots are also given out to undeserving party people who in turn sell it out to third parties as they themselves don’t need it. This is not the first time this matter has come up as some months back, then Angel TV morning show host said he was ready to expose a woman at the Scholarship Secretariat who took GH¢9000 before approving a scholarship for a brilliant but needy girl.
Captain Smart said he saw the girl lamenting on Facebook about how money was requested from her. He quickly sent her a message and to his surprise, money had exchanged hands. And he is having evidence to that effect. Meaning scholarship in Ghana is for the highest bidder. And that even the information on the poor girl’s bio-data was changed.
While the Scholarship Secretariat claims it has decentralized the Scholarship application scheme, it has done little to nothing to root out the corruption pervasive in the system. According to one Amos Dela Yegbe who disclosed how an International Scholarship waa offered for sale, it is something that has been going on for sometime now which necessitated his post.
Office of the Special Prosecutor invite Office of the Special Prosecutor some time back invited the Registrar of the Scholarship Secretariat and the Administrator of the Ghana Education Trust Fund (GETFund) Secretariat to help with investigations to ascertain whether or not either of them or both have used their positions for private benefit.
The two officials — Mr Kingsley Agyemang, the Registrar, and Mr Richard Boadu, the Administrator — are to report at exactly 10 a.m. on September 3, 2019 and August 28, 2019, respectively. “The Office has been conducting preliminary investigations into suspected commission of corruption and corruption-related offences in the nature of use of public office for private profit or benefit, contrary to sections 179 (c) and 179 (d) of the Criminal Offences Act, 1960 (Act 29).
“The matters of preliminary investigations have reached such a stage that instructions for a full investigation into possible use of public office for private profit or benefit in the award of scholarships to needy students have been issued.” then SP Amidu wrote. The scholarship Secretariat and GETFUND have become rent seeking avenues for party footsoldiers.
